E-xcellence Next: Project

By developing the E-xcellence instrument under the e-learning programme an opportunity is created by EADTU for the existing channels in QA to adopt new quality guidelines for increased quality, accessibility and attrractiveness. As the E-xcellence instrument supplements existing QA systems with e-learning specific issues and addresses directly the higher education and adult education sector it can be integrated within the existing QA frameworks. Especially now that universities and QA-agencies have put QA in e-learning on their agenda.


In the past 2 stages in which E-xcellence was developed and promoted by and within open and blended universities and QA agencies it has proven to be a valuable and valued open source tool. The NVAO being the first QA agency to work with E-xcellence feels confident to engage in contacts with universities and other stakeholders in the realm of accreditation with a view to making the e-learning component of Bachelor's and Master's degree courses an integral part of internal and external quality assurance.


We therefore want to take the third step on mainstreaming by integrating the instrument into the regular channels for QA. This means that EADTU wants to serve universities Europe wide with an open and updated "quality assurance in e-learning" instrument and starts a partnership with European and global stakeholders (a.o. ENQA, NVAO, VLIR, VLHORA, UNESCO, COL, ACDE, CALED) to further apply and improve the instrument. The objectives of E-xcellence NEXT are therefore:


1.  further European introduction.
2.  updating and extending the E-xcellence instrument.
3.  broadening the partnership on European and global level.

    Objectives of E-xcellence NEXT

    There are three aspects that we emphasise as primary objectives in the next phase; mainstreaming the criteria into existing codes of practice, implementation and management of VLE systems; sharing of emergent good practice in the areas of application of social networking , OER etc where the HE sector is still way off having standards and applications and broadening the partnership of stakeholders.


    The objectives of the E-xcellence NEXT project will be:


    1. Extended European introduction (countries not yet involved)
      Already in the former stages of E-xcellence we involved many European countries in developing the instrument and organising the local seminars for introduction. In total some 50 Universities have done the E-xcellence exercise with the support of the E-xcellence team and involvement of more than 10 QA agencies. In the next steps of the project we want to address HE institutions and QA agencies in Europe that have not yet had an introduction to the e-xcellence instrument in local seminars.  
    2. Updating of the instrument
      As e-learning is addressing innovations in higher education provision, the instrument itself is also to be improved in a continuous cycle of reflections and enhancement. We have to start a complete expert review on the instrument leading to a revised version by the end of 2011. Special focus must be given on the recent developments like student centred learning, active (constructive self-) learning , open educational resources, the growing application of social networking in educational contexts and lifelong learning networks. This with input from Universities, ENQA, NVAO, VLIR, VLHORA, UNESCO, COL, ACDE, CALED  
    3. Broadening the partnership
      E-xcellence NEXT wants to make QA agencies more sensitive for integrating e-learning specific criteria into existing codes of practice and QA-systems. Sharing ideas and expertse with various European (Associate) partners (incl ENQA-members, ESU, ESMU, EADTU Student Council and UNESCO GLOBAL TF-members).
